| Mayor Behunin has been a resident of West Bountiful for 20 years. For nine years, James served on the Planning and Zoning Commission. In 2003 he was elected to the city council and in 2005 he was elected Mayor. | |
| James is a graduate of Brigham Young University where he earned a Masters in Business Administration. Professionally, James works for the Utah State Legislature in Office of the Legislative Auditor General where he evaluates the efficiency and effectiveness of state government programs and agencies. | |
| While at BYU, James met and married Kathy Hubbard. In 1989, James and Kathy chose to move to West Bountiful because they enjoyed the open, rural feel of the community and because they felt it would be a great place to raise a family. Since that time, many of the open fields have turned into subdivisions and West Bountiful no longer feels quite as rural as it did when they moved here. Even so, the Behunins still believe West Bountiful is a great place to live and have worked to keep it that way. | |
| James and Kathy have four children. Aaron is 22 and is attending Weber State University. Matthew is 20 and is serving an LDS mission in Geneva Switzerland. Rachel is 16 and attends Bountiful High School and Alison is 12 and attends West Bountiful Elementary. |
